Training & Authorisation Assessment Manager

SIRO was launched in 2015 as a joint venture between Vodafone and ESB. Purpose

Develop, maintain and provide HSEQ related training and assessment, of Contractors and internal staff, to meet SIRO HSEQ safety requirements.

Context:

The Health, Safety, Environment & Quality (HSEQ) team are responsible for developing, implementing and managing health, safety and environmental procedures for SIRO.

The team work closely with ESB networks (ESB Networks are contracted to perform 40 years of maintenance for the programme), the Build Management team, and specialist Utility contractors.

The Training & Authorisation Assessment Manager participates in SIRO’s continual development & improvement of ISO 45001 & ISO 14001 accredited management systems, and in particular co-ordinates the exercise of SIRO’s Authorisation Assessment Processes in line with EHSMS 6.2 requirements for work on or near ESBN Network (Live, Energised and/or Dead).

Responsibilities:

  • Governance & Administration of CMP5 requirements related to SIRO Authorisation levels for work on or near the ESBN Network
  • Assessment of Worker Nominations for SIRO Authorisation roles (rejecting & accepted as appropriate)
  • Development & delivery of SIRO Training and Pre-Authorisation Assessment syllabus and course materials to contractor’s approved trainers, contractor workers and SIRO Staff
  • Co-ordination & Scheduling of SIRO & ESBN/NTC Training programmes, and/or Authorisation Assessment dates.
  • Maintaining records of assessments completed, communication and issuing of SIRO Authorisation ID Cards for passing candidates to contractors.
  • Co-ordinate SIRO’s delivery of specified ESBN Training on behalf of the NTC and Act as a Lead Instructor & Assessing Officer for SIRO & ESBN
  • Assess Contractor training facilities & monitor Instructor Approvals related to SIRO programmes
  • Auditing of Contractor’s approved instructors in the delivery of SIRO related programmes
  • Carry out on-site Safety Audits
  • Carry out accident/incident investigations as assigned
  • Carry out internal Audits on EHSMS system allocated
  • Present at various events eg. Quarterly Safety & Build meetings
  • Production of monthly reports for the Head of HSEQ on SIRO Training & Authorisations
  • Attending meetings with contractor, ESBN & SIRO when required

Minimum Qualifications/Skills/Knowledge:

  • A minimum 10yrs relevant and demonstrable experience with LV & MV power/networks electrical infrastructure installation (overhead and underground). 5yrs of which shall have been on ESBN infrastructure.
  • Recognised Training Development & Instructor qualifications (equivalent FETAC Level 6 or above).
  • Strong organisational and IT skills essential.
  • Skilled at working within multi-disciplinary team.
  • Strong communication and documentation skills.
  • Full clean drivers licence as travel to training, assessment, sites and meetings will be required.

Additional:

  • Experience of major telecommunications, windfarm, civils, urban trenching or utility projects is an advantage.
  • Previous Instructor Approvals for delivery of ESBN/NTC training programmes such as PICW, Bundled Earthing or LV Commissioning an advantage
  • Knowledge of, and experience exercising, power network approvals systems an advantage
  • Contractor/HR Resource Management experience an advantage
  • Environmental management qualifications is an advantage.
  • Qualifications in Safety, Health & Welfare at Work is an advantage.

Service Operations Executive

Role Purpose: 

  • To assist both the service delivery executive and operations director in day to day activities.
  • Manage open Enterprise orders
  • Communication: Liaise with relevant stakeholders including, the Site Service Provider (SSP), internal Plan & Design, Quality, Commercial team
  • Attention to detail: Submit templated documents to ESB for Fibre Services or Drop assistance work with inputs from subject matter experts
  • Working with clear processes within the team to assist in the delivery of the yearly target.

Required:
